An undersea town called Bikini Bottoms serves as the setting of the
kid's cartoon series SpongeBob SquarePants (1999-present). The flag is
shown in a sceenshot a Wikipedia, though I've misplaced the link It
appears to be seafoam-green, with two capital "B"'s in a darker green
and an odd font. Location is on the
seafloor, naturally enough.
